Information Regarding Gram Sabha and Ward Sabha

📌 Gram Sabha / Ward Sabha

All persons whose names are included in the electoral roll of a village within the territorial area of a Grama Panchayat are considered members of the Gram Sabha of that village.

👥 Gram Sabha / Ward Sabha Member

A voter belonging to a particular ward of a village is a member of the Gram Sabha of that ward. Similarly, a voter of a ward in a Municipality is a member of the respective Ward Sabha.

🧑‍⚖️ Convener

Ward Members are the Conveners of Gram Sabhas, and Ward Councillors are the Conveners of Ward Sabhas. If the Convener is unable to perform the duties, the Head of the Local Self Government Institution may appoint a member from the adjacent ward as Convener.

👑 Chairperson

The President of the Grama Panchayat presides over the Gram Sabha, and the Municipal Chairperson presides over the Ward Sabha. In their absence, the Vice President or Convener shall preside over the meeting.

📢 Convening of Meetings

The responsibility for convening meetings rests with the Ward Member who is also the Convener.

✅ Quorum

The quorum for a Gram Sabha / Ward Sabha is 10% of the total voters. When the meeting is reconvened due to lack of quorum, the quorum requirement shall be 50 members.

📄 Special Meeting

If 10% of the voters of a ward submit a written request, a special meeting shall be convened within 15 days.

🧩 Coordinator

An officer appointed by the Grama Panchayat / Municipality shall function as the Coordinator of the Gram Sabha / Ward Sabha and assist the Convener.

❓ Questions & Suggestions

Members have the right to submit written questions and suggestions before or during the meeting.

📝 Resolutions

Resolutions regarding issues within the jurisdiction of the Gram Sabha / Ward Sabha may be passed based on majority decisions.

⚙️ Powers and Responsibilities

  • Assist in collecting necessary information for development plans.
  • Decide priorities for development projects and development programmes.
  • Provide assistance and voluntary services for development activities.
  • Suggest locations for establishing public facilities such as street lights and public water supply systems.
  • Examine estimates and expenses related to public works.
  • Monitor and support beneficiary committees.
  • Collect details of works to be implemented in the locality.
